AACHC Program OverviewFinancial ServicesWelcome to the Financial Services web page at the Arizona Association of Community Health Centers (AACHC). The Financial Services Director (FSD) position with AACHC was started in October, 2002 and funded by a collaborative HRSA supplemental grant, along with a similar position for the Illinois and Oregon Primary Care Associations (PCAs). These three state PCAs and the National Association of Community Health Centers (NACHC), as a subcontractor, have formed the Financial Management Infrastructure Development Partnership (FMIDP) to address financial and operational issues at their health centers and to build on the strength of the NACHC finance professionals program. The FMIDP program goal is to provide technical assistance to health centers at the PCA level in the areas of financial and operations management. The FMIDP program is managed from state PCAs (AZ, IL, and OR) with the PCAs providing direct technical support to Community Health Centers (CHCs) and NACHC providing training and technical assistance to the state PCAs in the areas of establishing standards, assessment tools, and guidelines. The partnership conducted a Financial Services Needs Survey in late fall of 2002 to identify strengths, weaknesses, and opportunities to provide technical assistance, related to financial issues at community health centers(Go to this link to view Survey summary results ). From the survey, the partnership concluded that the following are priority areas for technical assistance: Maximizing Reimbursement, Provider and Organizational Productivity, Development of Benchmarks, and Financial Organization/Reporting Structure. Focusing on Maximizing Reimbursement, the FSDs have conducted a Billing/Collection survey in their respective states (Go to this link to view Survey summary results ). Based on Survey findings, the FMID Partnership has developed Patient Billing/Collection standards (Go to this link to view) as well as Claims Billing/Collection standards (Go to this link to view). Financial Resources/Tools – We have developed an online site list of financial tools, guidance, forms, training, technical assistance, and data resources that will be useful to our membership. The FMIDP program is very innovative and will have significant impact on improving CHCs' financial operations, as well as providing a model for other PCAs around the country.
