  • SUMMARY AND BACKGROUND

Arizona Alliance for Community Health Centers (AACHC) is seeking an experienced, highly qualified web developer for maintenance of its organizational website.

AACHC represents 25 organizations, primarily Community Health Centers, that are the backbone of the primary health care safety-net in Arizona. AACHC is committed to:

  • Educating policy makers and stakeholders about the unique needs of Community Health Centers (CHCs) and their patients,
  • Providing resources to ensure that CHCs are strong organizations, and
  • Supporting CHCs in maintaining the highest quality

The purpose of this Request for Proposal (RFP) is to solicit proposals from various vendors, conduct a fair and extensive evaluation based on criteria listed herein, and select the vendor who can best provide the services AACHC requires.

  • PROJECT PURPOSE AND DESCRIPTION

Consultant will be expected to provide contractual, technical services to AACHC such as the following:

  • Provide website maintenance services on as needed basis at request of authorized AACHC staff and working closely with staff to accurately address AACHC ‘s needs.
  • Maintain updated website protection against cyber-attacks, including viruses, hacks, malware, and other cyber problems.
  • Be available on short-term notice to address the damage caused by cyber-attacks and have a back-up website expert for AACHC staff to contact when the main point of contact is unavailable.
  • Provide “as needed” web design and web administration services to the Company on an ongoing basis, including supporting AACHC staff on how to make changes to website content that can be done in-house. All site updates and design should meet all Federally-mandated access requirements (ADA Requirements) adopted by the Federal Access Board under section 508 subsection 1194.22 of the Rehabilitation Act.
  • Ensure AACHC’s plugins are regularly up-to-date with the most recent WordPress version.
  • Ensure AACHC’s website is frequently and regularly backed up with ability to post most recent back-up version if the site is hacked.
  • Maintain and update as needed ability of AACHC staff and website visitors to access AACHC social media platforms.
  • Maintain AACHC’s website use of Google mapping and analytics tools or replacement tools if AACHC determines the need for change.
  • PROJECT SCOPE

The scope of this project includes: AACHC’s website. The current website is:  www.aachc.org. The main functions of AACHC’s site are to act as a directory for Health centers, sell event tickets for trainings, and post jobs and resources. AACHC staff use WordPress to update content and publish blogs – these tasks will remain in-house.

  • PROPOSAL GUIDELINES

This Request for Proposal represents the requirements for an open and competitive process. Proposals will be accepted until 5:00 p.m. MST, December 3, 2018. Any proposals received after this date and time will be returned to the sender. All proposals must be signed by an official agent or representative of the company submitting the proposal.

If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

All costs must be itemized to include an explanation of all fees and costs.

Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by AACHC legal counsel and will include scope, budget, schedule, and other necessary items pertaining to the project.

  • List of how many full time, part time, and contractor staff are in your organization
  • Contracting rates/ hourly rates including:
    • Fee for maintenance work and timeframe (e.g. hourly fee or fee for all maintenance work handled within a certain time frame).
    • Any additional fees for specific requests or additional tasks and delivery timeframe.
    • Any discounts which may be offered to non-profit organizations
  • Images of website design portfolio;
  • Descriptions of three or more corporate web sites designed and implemented by you or your organization.
  • Other evidence of expertise in HTML, CSS, Javascript, and
  • An example or description of website maintenance experience, including details of protecting websites against cyber-attack and repairing websites that have been

  • REQUEST FOR PROPOSAL PROJECT TIMELINE

All proposals in response to this RFP are due via email to shellir@aachc.org no later than 5:00 p.m. MST, December 3, 2018.

Evaluation of proposals will be conducted from October 2018 through November 2018. If additional information or discussions are needed with any bidders during this three-month window, the bidder(s) will be notified.

The selection decision for the winning bidder will be made no later than December 2018.

Project services are required on an ongoing basis. Therefore, the initial contract with the website developer will be for a six-month trial period, with the option to renew on an annual basis subject to agreement by AACHC and the website developer.

 

  • BIDDER QUALIFICATIONS
  • Strong proficiency in HTML, CSS, JavaScript, WordPress. Excellent search engine optimization (SEO) skills.
  • Experience with meeting ADA accessibility guidelines.
  • Top-notch communication skills. Skilled in translating technical information to non- technical staff, and translating requests from non-technical staff into successful website changes and corrections.
  • Able to trouble-shoot and counter any issues as they come.
  • Ability to secure the website and troubleshoot any issues, may require a rebuild of the website to make it more secure.
  • Ability to respond in a timely manner to staff requests.
  • Familiarity with setting up and maintaining website access to social media platforms Facebook, YouTube, Twitter, Instagram, and LinkedIn; and ability to learn necessary skills for setting up and maintaining website access to other social media platforms or plugins that AACHC may use in the future.
  • Skilled in maintaining and updating mobile-friendliness of website.
  • PROPOSAL EVALUATION CRITERIA

AACHC will evaluate all proposals based on the following criteria. To ensure consideration for this Request for Proposal, your proposal should be complete and include all of the following criteria:

  • Overall proposal suitability: proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organized
  • Organizational experience: Bidders will be evaluated on their experience as it pertains to the scope of this
  • Previous work: Bidders will be evaluated on examples of their work pertaining to website design and hosting as well as client testimonials and
  • Value and cost: Bidders will be evaluated on the cost of their solution(s) based on the work to be performed in accordance with the scope of this
