The Vice President, Finance will be responsible for all accounting and financial activities. This position has primary responsibility for the planning, implementation, managing and administration of all the finance activities of the company, including business planning, budgeting, forecasting and negotiations. This position supervises the Finance Department team.

Responsible for the overall direction, coordination, and evaluation of all subordinates. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Accounting Manager, Director of Budgeting & Financial Analysis and Payroll Accounting Support Specialist report to this position.

Essential Functions:

1. Directs the accounting and financial activities, establishes and obtains approval for all accounting policies and ensures compliance of all procedures.
2. Determines department’s software needs and selects and oversees implementation of accounting and payroll software systems and vendors.
3. Ensures that financial activities conform to generally accepted accounting principles (GAAP).
4. Assures monthly financials are accurately reported to CEO.
5. Establishes a working relationship with outside auditors and provides information and data needed to prepare effective, efficient audit examination and report.
6. Directs and approves all treasury and cash management activities including the establishment and maintenance of all banking relationships.
7. Oversees AACHC’s investments and ensures that funds are invested per Board of Director Finance Committee’s directive and guidelines.
8. Works with all Alliance staff to provide accurate monthly financials regarding individual grants and to develop budget projections.
9. Works to assure all budgets are on target and all financial and grants management reports are submitted to appropriate funders on a timely basis.
10. Ensures accurate monthly draws from federal payment accounts.
11. Responsible for monitoring timely processing of accounts receivable and accounts payable.
12. Directs the development of the annual budget and ensures department heads actively participate in budget process.
13. Works closely with other departments on all financial issues impacting members.
14. Lead’s Alliance’s Finance Operations Group (FOG) Peer Networking Group.
15. Prepares appropriate reports and materials for the Board Finance Committee

1. Bachelor’s Degree (B.A.) from 4-year college or university

2. 8-10 years related experience and/or training; or equivalent combination of education and experience.

3. Experience in health care financial field preferably in a community health center. Certified Public Account preferred but not required.

4. Experience with federal grants and federal grant financial compliance, preferably with US Department of Health and Human Services grants.
