The Finance Director assists the CFO in leadership and administrative direction of the accounting, finance, and business operations of the company. This includes direction and integration of the organization’s mission and goals into strategic financials and business plans. Provides leadership and coordination of company financial planning, debt financing, and budget management functions. Ensure company accounting procedures conform to generally accepted accounting principles.

The primary goal of the El Rio Community Health center Finance Director is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.

Essential Job Results:

  • Recommend benchmarks for measuring the financial and operating performance of divisions and departments. Manage the preparation of the official annual report of actual revenues, transfers, and expenses. Ensures all internal controls are followed on capital purchases, authorizes purchases of supplies and equipment. Manages and maintains company resources. Reviews current accounting operations, offering recommendations for improvement and implementing new processes and evaluating accounting and internal control systems. Direct financial audits and provide recommendations for procedural improvements. Assures compliance with general accepted business practices. Coordinates preparation for audits of company’s accounts and other audits of the organization relating to business finance in conjunction with accounting principles generally accepted in the United States. Coordinates activities of external auditors. Provides financial analysis of operations to identify areas for cost reduction, improved cash flow, and revenue enhancement.
  • Maintain exceptional level of customer service; address and resolve complaints; serve as an example by providing excellent service to internal and external customers, employees and patients. Establish and implement short- and long-range department goals, objectives, policies and operating procedures. Complies with all facility policies/procedures including but not limited to those addressing HIPAA and Compliance.
  • Perform performance evaluations, promotions, and disciplinary measures. Maintain staff meetings, use AIDET principles with staff and monitor compliance. Contribute to team effort by analyzing staffing needs, participate in the selection process. Oversees daily operations of the accounting and finance departments. Work with department managers and corporate staff to develop five year and ten year business plans for the company. Manages all accounting operational functions. Plans, directs and coordinates all accounting operational functions. Provides management with information vital to the decision-making process.
  • Support and participate in our community through process, volunteerism, recognition of employee efforts, and participate in community programs as able to. Direct and coordinate debt financing and debt service payments with external agencies. Ensure compliance with local, state, and federal budgetary reporting requirements and financial regulations.
  • Directs and coordinate company financial planning and budget management functions. Manage the preparation of the financial outlooks and financial forecasts. Monitor and analyze monthly operating results against budget. Creates and maintain historical record. Prepares reports which summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations. Assures financial responsibility within the company by overseeing and assisting in preparation of the organization’s operating budget. Coordinates and prepares internal and external financial statements. Oversees cash management process and maintains external banking relationships.
  • Supports the El Rio development, promotion and provision of organization services.
  • Contribute to team effort; and complies with all facility policies and procedures including but not limited to those addressing HIPAA and Compliance.
  • Performs other duties as assigned.

Other Duties and Responsibilities:

  • Work requires willingness to work a flexible schedule
  • Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects
  • Ability to participate and facilitate group meetings

Minimum Education and Experience:

  • Bachelor’s Degree in Accounting, Finance, or Business Administration from an accredited four-year college or university
  • Seven (7) years’ related experience in accounting, finance, or business administration
  • Five (5) years’ experience in a managerial role in accounting, finance, or business administration
  • Three (3) years’ experience in subsidiary accounting and fund accounting
  • Three (3) years’ experience in healthcare

Preferred Education, Experience, Skills, Abilities:

  • Master’s degree in Finance, Accounting or Business Administration from an accredited university.
  • CPA and/or audit experience
